Trade, taxes and de minimis

Kate Muth
Executive director
International Mailers Advisory Group (IMAG)
USA
Countries are lowering their VAT thresholds on imported goods or instituting goods and services taxes for low-value e-commerce goods coming in from other countries. Many countries are also tightening security requirements, which means shippers and logistics providers need to provide a precise description of goods, HS codes and other advance data. Any shortcomings in data could mean a delay in getting e-commerce goods through customs and into customers’ hands. The session will look at some of these changes around the world and how they affect cross-border shippers, including efforts in the United States to increase data requirements on imports and lower the de minimis threshold.

What the audience will learn

  • Cross-border ecommerce is the fastest-growing segment of global ecommerce. This huge surge in ecommerce goods coming across borders has strained customs authorities and raised concerns about security threats.
  • In addition, governments see an economic opportunity to raise tax revenues and protect domestic retailers by reducing the low-value threshold on duties and taxes on imported ecommerce goods.
  • Security and economic concerns are prompting changes around taxes and de minimis levels around the world, with many countries lowering or eliminating the low-value goods threshold for duties and taxes. The United States has remained an outlier with a high
  • Ecommerce shippers and their service providers need to stay abreast of these changes or face major disruptions to their cross-border operations.
